This goal of this project was to breathe new life into the "the little Coliseum" through a 5,000-seat amphitheatre of 1,600 m2 with a rink whose dimensions can be modified to meet North American hockey standards of 200 feet by 85 feet or Olympic standards of 200 feet by 100 feet. As such, this arena became the first in the country to have rink with mechanically retractable stands (in only eight minutes).
Pomerleau was contracted to:
- Replace the building envelope;
- Renovate the restaurant, lobby and ticket booth areas;
- The revision of the roof structure to eliminate interior columns;
- Replace the refrigeration system with a new one;
- The installation of mechanical equipment enabling the rink to change configurations; and
- Construct the concrete bases for the 5,000-strong seating arrangement.
The new pavilion has eight private rooms that can accommodate 64 guests. The five player rooms have been remodeled with recycled plastic. As for the artists, a dressing room was built at the southern end of the facility for their use. For concert events, capacity is 600 people.

The interior changes to this building were complex and required careful attention.
The closing of the Port of Quebec Agora also prompted ExpoCité to increase the electrical system's capacity to present concerts.
