Pomerleau's mandate covered civil, mechanical, electrical and architectural works as well as instrumentation control and purchasing. Rigorous planning down to the last detail was essential because the plant must remain in full operation at all times. The Pomerleau team was responsible for the following work, which added secondary treatment to improve effluent quality and increase the average treatment capacity from 72,800 m³ to 95,000 m³ a day. The work included:

  • Modifications to the existing screening, degritting and primary settling facilities to improve performance and enhance plant automation;
  • A new primary effluent pumping station to pump the primary effluent into the new secondary treatment process;
  • A new 11-cell Biological Aerated Filter (BAF) facility for secondary treatment;
  • A new enclosed digester gallery to service the digester complex;
  • An anaerobic digester with thermophilic capability;
  • A new cogeneration facility that will use biogas to produce heat and electricity;
  • A new sludge dewatering facility with two new large-capacity centrifuges;
  • A new indoor sludge storage facility operating under negative pressure and equipped with an odour treatment system;
  • New 44-kV high-voltage feed and electrical upgrades throughout the installation;
  • Upgrades to the plant's automation and control system; and
  • Renovations (90%) and new construction (10%) to enable the 690-m2 administration building to incorporate a new control centre, boiler room and related services. The renovations included the building envelope, mechanical systems, lighting and interior finishes. This part of the project was registered with the Canada Green Building Council and a commitment has been made to achieve a LEED® Silver rating.

The last part of Pomerleau's mandate involved the training of plant personnel responsible for operations and maintenance and the start-up and calibration of the equipment.
